| Abstract |
The 2004 Supplemental Budget directed JLARC, in cooperation with the State Auditor’s Office, to conduct a study of Alternative Learning Experience (ALE) programs within the state’s K-12 public school system. These are programs that are primarily distinguished by off-campus instruction and, under rules administered by the Office of Superintendent of Public Instruction (OSPI), can be claimed by school districts for full basic education funding. This is the second of two reports that together constitute the full study. An interim report issued in February 2005 focused on ALE programs that rely primarily on digital and internet-based curriculum. This report focuses on a different and more common type of ALE program known as parent/partner programs. A major purpose of the study was to assess the adequacy of the rules governing these programs. During the course of the study, OSPI amended the rules. While many of the rule changes are viewed positively, the report finds there are still areas where additional changes are warranted or should be considered. These are addressed in the report’s eight recommendations. Also included is a report from the State Auditor’s Office on its work in this area.
