Did Respondent's links from his campaign site and other personal sites to legislative websites and legislative documents and videos violate RCW 42.52.180, which prohibits use of the facilities of an agency (public resources) to assist his campaign?

No.  A link or multiple links from campaign and other personal sites are permitted (Advisory Opinion 2009-No.1).  The legislative videos were available on YouTube.  Respondent did not set up his personal YouTube channel so that a legislative video was playing on the channel but rather provided links to these legislative videos and, as links, they are permitted.  Complaint dismissed for lack of reasonable cause.
