Question/Complaint
Complaint alleged that Respondent threatened members of a local school board during a public hearing.  Alleged that these threats were retalitory in nature and also were directed at conferring special privileges on behalf of a subsidiary of the school board. 
Summary
Facts did not support the claims that remarks were threatening or that they were designed or had the effect of conferring special privileges.  Board concluded the Respondent's appearance before the board was directed at legislative-related issues and was a proper exercise of his discretionary authority within the scope of his legislative employment.  RCW 42.52.070; RCW 42.52.160.
