Topic Committee bill reports - failure to acknowledge testimony

Question/Complaint
Complainant alleges he testified before a legislative committee and when the bill report was published his testimony was not noted.  Complaint alleges this action violated RCW 40.16.030, which creates penalties for filing or recording certain documents which are false or forged.
Summary
Statute cited is a penal statute.  RCW 42.52.320 limits the jurisdiction of the Board to enforcement of Chapter 42.52, the Ethics in Public Service Act.  Complaint dismissed for lack of subject matter jurisdiction.
