Did the respondent's electronic newsletter violate RCW 42.52.180 because it discussed, among other things, a pending initiative on transportation issues?
Summary
No.  The overall document did not seek to sway voters one way or the other on the initiative.  The "tone" of the newsletter appeared to be informational, although somewhat informal, and did not violate the statute.
