Issue/Question
Legislator or legislative employee, or spouse of either, has a personal services contract with a private firm which in turn has a contract with a state agency. Must the contract be filed with, or approved by, the Ethics Board?
Summary
Not unless other factors are present. The Board discusses timing as a key issue and the opinion reviews precedent on the issue of state contracts. Board concludes that member's and staff have a "beneficial interest" in their spouse's contract. RCW 42.52.030 and 42.,52.120.
