Several examples which involve the use of public resources to comment on or provide information on pending ballot measures are discussed.
Summary
Opinion discusses the "normal and regular conduct" exception to RCW 42.52.180.  The "de minimis" exception is given little weight when the question involves public resources and the the possibility of a .180 violation.  The Board adopts a definition of "ballot proposition."
