Complaint alleged Respondent (1) failed to timely file campaign reports with Public Disclosure Commission and (2) used the State Seal in a campaign advertisement.

Complaint dismissed for lack of subject-matter jurisdiction.  Campaign report issue was under the jurisdiction of PDC (RCW 42.17) and the question raised about the use of the State Seal in this case was under the authority of the Secretary of State (RCW 43.04).  Both agencies had previously addressed these issues.
