Alleged that Respondent sent a campaign e-mail from his home to the office e-mail address of a local government official.  Did Respondent use the public resources of an "agency" in violation of RCW 42.52.180?
Summary
No. Ethics Act defines "agency" as entities within one of the three branches of state government and institutions of higher education created and supported by state government (RCW 42.52.010).  Complaint was dismissed for lack of jurisdiction.
