Respondent allegedly used language deemed offensive by those present.  Do the allegations confer jurisdiction on the board to proceed with the complaint proceedings?
Summary
No. The ethics act does not address a legislator's comments to others as described in the complaint.  The complaint is dismissed for lack of jurisdiction over the subject-matter.  RCW 42.52.320.
