Question/Complaint
Respondent was involved in a personal dispute with the purchaser of his home.  Worker hired by respondent to effect repairs was unacceptable to purchaser.  Respondent used state stationary to intercede on behalf of worker after concluding the worker was being discriminated against.
Summary
Facts do not support a finding of reasonable cause that respondent used public resources for his own benefit or gain.  Respondent may have misread the discrimination issue but that determination was not unreasonable given all the facts.  RCW 42.52.160.  Dismissed for lack of reasonable cause.
