Question/Complaint
Alleged that respondent violated the election year mailing restrictions on newsletters found in RCW 42.52.185, which if violated constitute a violation of 42.52.180, by sending an e-mail to a constituent who in turn forwarded the e-mail to an extensive network list.
Summary
The document was originally sent to one constituent in apparent response to an e-mail from the constituent to the respondent.  There was no evidence the respondent intended it to be forwarded, was aware that it would be forwarded, or authorized that it be forwarded to the list.  Dismissed.
