2004 legislation directs JLARC to conduct an audit of the policies and practices of the state wildfire suppression program. The audit is to include a review of how current fire suppression practices comply with the policies and intent of Chapter 76.04 RCW; an examination of the factors that contribute to the recent increase in the cost of fire suppression and how the Department of Natural Resources determines the proportion of fire suppression costs charged to private parties and landowners contingency account.

In accord with its 2003-05 work plan, JLARC is assessing the state’s fiscal reporting, accountability, and performance tracking systems. Staff have completed four individual agency performance and outcome measure reviews since August 2003. This current review takes a broader look at performance between agencies rather than within agencies. Specifically, this review examines how workforce and economic development efforts are connected and work together across nine different state agencies and how the Legislature can better understand the results of these coordinated efforts.

JLARC's 2001 Investing in the Environment Performance Audit made six recommendations to improve the performance of environmental grants and loans funded in the Capital Budget. Follow-ups in 2001 and 2003 showed some progress in implementing these recommendations. This final follow-up will examine progress at the onset of the 2005-07 budget cycle.

JLARC examined alternative uses for the residential habilitation centers and carried out a performance audit of the operations of the community-based services system. The studies identified the need for the Department of Social and Health Services (DSHS) to develop management tools to support both legislative and agency decision making for the DDD services system. This status report is an opportunity for JLARC to assess DSHS’s responsiveness to the Committee’s recommendations for improvement of the organization and management of these important areas of state human services.

However, JLARC is required to conduct a review of it in 2006 and it was determined that it would be helpful to follow the same front-end performance measure review process.
