A budget note in the 2008 Supplemental Operating Budget directed JLARC to evaluate public policy issues raised with respect to mineral rights and the conveyance of public lands.  The report examines the legislative history regarding the classification of minerals and certain other natural resources and the processes for transferring these resources. The study also contains case studies addressing the state’s compliance with the statutory requirements for the transfer of these resources. The report does not contain any recommendations.
