Abstract

As a result of reviewing the state system of Educational Service Districts (ESDs), we conclude that ESDs provide a structure through which certain educational services are available which otherwise would not be affordable or accessible to local districts.  We also found that customers are generally pleased with the quality of ESD services.  (Report 95-8, 2-15-95)
