Abstract

This audit evaluated the historical and current performance of Washington State Ferries (WSF) and identified activities and programs that should be strengthened, abandoned, redirected, or replaced. The audit included a comprehensive review of WSF’s overall operation, operating and capital costs, fleet and terminal infrastructure, and management. It also addressed 20 additional specific issues identified by JLARC.  Twenty-eight recommendations were made to improve the overall management, operations, and performance of WSF, with potential annual cost reductions estimated at $4.9 million.
