Abstract

Mandated by law, this study examines two fees, an education fee and a planning fee, that were imposed by the legislature in 1990 to help implement the state's policy of encouraging reductions in the amount of hazardous wastes generated and hazardous substances used.  The study focused on issues of fee equity, and also included a more limited review of the programs and specific activities funded by the fees.  The fees are administered by the Department of Ecology.      (Report 95-11, 10-16-95)
