Abstract
In 2005, the Legislature directed JLARC to assess whether an existing building could be converted to a specialized regional jail.  The intent of the specialized jail would be to manage jail offenders from various jurisdictions who have mental illnesses or those also with co-occurring chemical dependency disorders.  JLARC was instructed to review the size of the potential pool of offenders; examine the costs to construct and operate the facility; and discuss benefits for offenders housed in such a facility.  The report identifies many lessons learned during the analysis; provides an update on the examination of benefits being pursued by the Washington State Institute for Public Policy; and identifies some context for other policy approaches in addition to construction of a new facility.
