The 1999 Washington State Legislature mandated a broad performance audit of the states public mental health system. JLARC completed this performance audit in 2000 and made 14 recommendations geared to improving the performance of mental health programs, and giving higher priority to better client outcomes as a key part of this improved performance. In addition, the 2001 Legislature enacted bills to require changes to complement these recommendations. In this first of a series of planned follow-up reports, the Mental Health Division presents its progress on the implementation of the JLARC recommendations.
