Abstract

This process study represents the first phase of the legislatively mandated evaluation of Washington's welfare reform program WorkFirst.  The study documents how this major welfare reform is being implemented throughout the state and illuminates differences in planning and operations, as well as strengths and concerns during the first year of program implementation.  The report contains seven recommendations for improving program administration and client services.
